Joseph and Carla founded the Moldova outreach organization in early 2022 after experiencing the medical disparities and health needs of Moldova firsthand.
Carla, a current fourth-year medical student, began traveling to Moldova in 2013 where she worked at a summer camp for orphans. Since then, she has worked with several individuals and organizations and returned to Moldova over 15 times to engage with orphans and vulnerable young females to empower and guide them in finding hope in a country where opportunities are scarce. As a female in the medical field, Carla hopes to use her experience and skills to bridge the educational gap visible in Moldova and facilitate in bringing healthcare opportunities to females in Moldova.
Joseph graduated from Rosalind Franklin University of Medicine and Science in 2018 with a degree as a Doctor of Podiatric Medicine and subsequently relocated to New York City. There he began working toward his MBA with a concentration in Healthcare and Accounting at New York University’s Stern School of Business while concurrently completing a reconstructive rearfoot and ankle residency program at The Brooklyn Hospital Center. With his experience and training to support him, in August 2022 Joseph relocated to Sîngerei, Moldova, to begin building the infrastructure for Moldova Outreach Foundation clinics while also providing healthcare education to training practitioners at the Nicolae Testemitanu State University of Medicine and Pharmacy located in Chisinau, Moldova.

He received a Bachelor of Science in Biology from John Carroll University in Cleveland, Ohio, before enrolling at the Lake Erie College of Osteopathic Medicine. Patrick is passionate about public health and preventative medicine and has a long history of volunteerism and outreach. As an Eagle Scout, Patrick completed a community service project building an outdoor classroom in an urban elementary school in his hometown. Patrick’s first involvement with medical outreach was in 2017 when he traveled to the Dominican Republic to provide medical care to over 500 patients in need. During his undergraduate career Patrick developed a passion for finance and accounting and was an active member of several financial and investing clubs. From the beginning Patrick helped establish the Moldova Outreach Foundation and is committed to serving the people of Moldova through increasing medical literacy and improving the quality of care offered to patients. Consistent with the MOF’s bylaws, Patrick visited Moldova in September 2022.
Dr. Shruti Dosi is a fellowship-trained foot and ankle surgeon specializing in sports medicine, and pediatric and adult reconstructive surgery. Dr. Dosi earned her Bachelor of Science degree from the University of Georgia in Athens, GA. Upon graduation, Dr. Dosi, pursued a Master of Public Health from the George Washington University in Washington, DC. She then worked as a research biostatistician at Walter Reed Army Institute of Research. Dr. Dosi then pursued her Doctor of Podiatric Medicine degree at Rosalind Franklin University of Medicine and Science in Chicago, IL. She completed her surgical training at Palmetto General Hospital in Miami, Florida. Following residency, Dr. Dosi pursued a competitive fellowship in pediatric and adult reconstructive foot and ankle surgery in Atlanta, GA.
Dr. Dosi completed her fellowship in pediatric and adult reconstructive foot & ankle surgery, where she specialized in reconstruction of the unstable rearfoot & ankle in Charcot patients, bunions, and revisional surgeries in patients with previously unsuccessful surgical results. In pediatrics, Dr. Dosi is well trained in tarsal coalition surgery, flatfoot and cavus foot reconstruction, juvenile arthritis and bunions, congenital deformities (brachymetatarsia, polydactyly, macrodactyly, arthrogryphosis), neurological conditions affecting the lower extremity (spina bifida, polio, cerebral palsy, Charcot-Marie-Tooth disease), and other congenital conditions.
Due to her personal history with clubfoot, Dr. Dosi can understand how an unaddressed deformity can affect quality of life. She has seen first-hand how early diagnosis and treatment of congenital deformities can make a difference between a normal life and a life of disability. Her personal experience allows her to relate to her patients better and her training allows her to treat these deformities. Dr. Dosi has previously been involved in medical mission trips to Guatemala and is very grateful to continue her passion for deformity correction with Moldova Outreach Foundation.
During residency, Dr. Dosi fell in love with Florida and is excited to move back to the sunshine state. In her free time, she enjoys painting, traveling, and going to the beach with her friends and family.
